aghanim only adds 2 more lucent beams i think and since a unit can only be hit by 4 or 5 at most, this will only help during team clashes.

like it's been said, it's better to get butterfly and satanic because those will own all the time (including team clashes due to the glaives)

Just buy Satanic + Butterfly and buy Buriza. No need for Aghanim.

i think its good after helm of dominator.
its good cause u can hit 5 times instead of 4 and cooldown drops from 140 to 90 and 2 more beams so i think u should get it after helm of dominator and couple of wraith bands and powertreads.

the benefit's they give are in the item's description.
and for sceptre's it improves the ultimates of certain hero's..

like adding 2-3 lucent beams.

or imporving ogre's multicast to 5-6 times at 30%

and sceptre on luna is a final item i suppose becasue her attack rate is phenominal and using lucent beams will only make it as if she atatcks like 3 more times ^^
