Creeps converted by the item cannot be transmuted. You can transmute both heroes' creeps.

He did that not only to get more Xp but it helps him max out the extra damage of necromastery faster Cool

that would also allow him to stay in the lane to get that exp and gold, I have seen quite a few nevermore solo mid so that's what I'm assuming he was doing, and by the time he got a HoM he would probably have +40 at least from necromastery

The heroes that you would like to use this on are those that have trouble neutral creeping on their own or trouble farming up their core items in general. Also, you can put this on your hero if you farm very well during the first 10 minutes and it doesnt look like ganking/team clashes are going to take place any time soon (ie. you dont need your stronger items yet). So, basically, this item is to be used on heroes that need money for later in the game. If you need money early game for ganking then you want to avoid this and go for your killer items.
