*Make a new Ulti. This one is already on Sniper.
*Buff second skill. Make it cripple the enemy for a short duration, like maim.
*Nerf the first skill. The damage increase makes it IMBA when compared with Sniper.
*Third skill needs to be reduced. .03, .06, .09, .12 agi gain per kill would make it more reasonable.
*Agility and agility gain per lvl needs to be reduced because of the third skill.

Edit the original post to say this and only this:

"PLEASE DELETE created in error"
and the change the subject to:
"PLEASE DELETE"

The mods will eventually notice and remove it.
