Website Bug??

I encountered this bug about 3 minutes ago..

I couldn't visit the website and it said something like this:

Warning: mysql_connect() [function.mysql-connect]: Too many connections in /home/dotauser/public_html/forum/db/mysql4.php on line 48

Can any of the mods explain?? Confused
