what level do heroes have around min 20

i am working on a jungling version of warlock, and so far so good, but i could only have lvl 7 @ min 20

so i wonder what lvl do heroes usually have @ min 20
1. solo laners
2. double laners

1. solo laner

in 20 mins if not being a fountain hugger.
he could reach at the lvl
14 minimun
16 max.

2. double
divide 2 then thats
7 min
8 max.

Thats very very bad.

A insane beastmaster jungle could reach lvl 6 by 7.20

normal axe / dirge could reach lvl 7 at around 10-12min, same to double laners.

Anyway, WL jungle is very very very bad. he has the lane control.

so in actual fact, this jungling style could just work for him, as he gets more gold. do you agree?

dark seer is the best jungler for me.
at lvl 1 to lvl 6. around 7 mins
at lvl 9 radiance.
at lvl 12 around 14 mins.
