Need help resizing a GIF file

like i said it needs resizing to meet the requirements to be a avatar : 150/160 and less than 41 kb

First google result "http://www.gifworks.com/image_editor.html" It looks like you dont even have to download a program, its all online.

This is a program I use instead of windows paint for photo editing. http://www.paint.net (it's free). It's open source so you can find a bunch of add ons that people have developed. I don't know if it will help.

Your GIF has too many frames. Unless you want it one pixel across, you won't be able to get it down the to the size required.

An alternative solution is so remove some frames so that the animation is either shorter or choppier.
