A legend from the lands that can rid of anything in his way.
Master of the twin blades, he seeks a true worthy warrior to take duel. His might was for no use until the Lich King offered him to join the Scourge and in return he promised him that he will find a worthy foe.

Starting Stats
Range: 100 Melee Movespeed: 305
Primary Attribute: Strength
Str: +2.8
Agi: +2.0
Int: +1.5

Skills:

Flametongue
Zane slashes his right handed blade with a fiery touch that burns his foe over time.
Mana Cost : 120/125/130/135
Cooldown : 11 Seconds
Level 1 - 100 damage and 10 damage per sec for 5 sec
Level 2 - 150 damage and 15 damage per sec for 5 sec
Level 3 - 200 damage and 20 damage per sec for 5 sec
Level 4 - 250 damage and 20 damage per sec for 5 sec

Icebrand
Zane slashes his left handed blade with an icy blast that slows his foe by 40% for 4 seconds.
Mana Cost : 130
Cooldown : 14 Seconds
Level 1 - 60 damage
Level 2 - 130 damage
Level 3 - 200 damage
Level 4 - 270 damage

Perfect Blow
The force of Zane's slashes are so powerful that every attack Zane has a chance to burn the foe and slow it.
Mana Cost : N/A
Cooldown : N/A
Level 1 - 6% Chance to deal 20 bonus damage deal 5 damage per sec for 3 sec and slow by 15% for 1 sec.
Level 2 - 10% Chance to deal 30 bonus damage deal 10 damage per sec for 3 sec and slow by 20% for 2 sec.
Level 3 - 14% Chance to deal 40 bonus damage deal 15 damage per sec for 3 sec and slow by 25% for 3 sec.
Level 4 - 18% Chance to deal 50 bonus damage deal 20 damage per sec for 3 sec and slow by 30% for 4 sec.

Tempest
Zane feels stronger and more immune to attack and can predict enemy attacks more easily.
Mana Cost : N/A
Cooldown : N/A
Level 1 - 10% Magic Resistance , 15% chance to dodge an attack and adds 3 armor.
Level 2 - 20% Magic Resistance , 25% chance to dodge an atack and adds 5 armor.
Level 3 - 30% Magic Resistance , 35% chance to dodge an attack and adds 7 armor.

1st skill: increase mana cost a bit
2nd skill: not bad
3rd skill: it's alright i guess
ulti: IMBAAAAA

overall: Based on the skills (you're missing initial stats, ms, as, etc...only got stat increments) it seems like a decent hero...but the ult ruins it all. WAY too imba...its like taking anti mage and mort and a bit of sven and putting them together into one PASSIVE skill....is it just me or is that kinda imba??? in my opinion, just delete the ult altogether and make up a new one from scratch...

Do you think he would be fun to play or inovative in anyway?? These are the two questions you should ask before making a new hero. Would he be fun? Sure, because he is very imba. Is he inovative? No, he is less new then the most basic hero already in dota. Sounds like a cool guy but not something I want to see join the ranks, even with a significant nerf to all his skills.
