I think cooldown is better. But I have just remember, how about if versus naix or traxex or anybody else? Well may be chance is also good... OK I agree with 'chance' idea. >.<

I was thinking of making it like linken's sphere. But I thought about frost arrows. One arrow then poof! Wait for the cooldown. I think it's better that it's chance. *shrug*

activating it, i think, is better.. just like for ambushes or get-aways.. and think of another recipe other than another boots of speed.. i think this is a good item.. nice work..
