Spamming in strategy reviews.

Hey again,

This matter was brought to my attention by many spammers on this site, particularly in the comments on strategies and heroes. I've seen people just post smileys or "h" or "bo" and such nonesense as that. some people tend to underrate or overrate a strategy unfairly. I think this matter should be controlled before going out of hand.
