buriza is not overrated caspian its a gr8 item but it is overused
when u get buriza on a high attack speed range hero there is no stopping him specially when he has 800 critts

in terms of dps:
MKB > buriza if you dont have any other damage item

buriza > MKB if you have other damage items (damage from crit*20% > damage from ministun*30% if you have other damage items)

about radiance - it not overrated, but overused. 35 aoe damage without attacking means a lot in team battles and farming.

as said above, MKB is used to increase the BASE efficiency of attack, while Buriza has the ability to increase more your damage output, so buriza is not recommended on low damage heroes like techies, where you could damage at level 1 180 with crit while 200 with stun in MKB
